If you hit the screen, then there is noting you can do. the lcd matrix would need to be replaced.

Why is there two black spots in image on screen. Two round black circles. Not sure what it means and where they came from

1st make sure screen is clean. inspect when off. use only cloth slightly damp with water.
2nd make sure it is not the image by looking at another image or a blank white screen. Some test images will display each color.
if it is there on any image the pixels are dead. But being circles sounds more line screen cleaning

It is evident that the LCD panel of the monitor is damaged. If your computer has Dell complete care you can get the monitor replaced. If not you can contact a local technician and get the LCP panel changed, with the remaining circuit boards and backlight assembly intact.

First, try it on another PC, check or try another VGA cable, if it still does not work then you need to open it up. Dell monitors are known to have bad solder connections, bad caps. See my photo albums of failed Dell monitors to get some idea what to look for.
Most common failures in the LCD monitors are bad capacitors (bulging top/seal or leaking) in the power supply, failed inverter circuits (blown fuse, shorted transistors, shorted/open transformers), bad lamps (poor solder connections or worn out lamps). You will need to open it up and inspect the inside, see example of failed DELL monitors to get some ideas what to look for: http://s807.photobucket.com/home/budm/allalbums
Post back what you see inside so we can guide you further and it will help out other people in the future also.

It is the LCD itself failing, no repair for the LCD itself, the screen will need to be replaced. Likely cheaper to replace the entitr monitor

Suddenly my horizontal size on my Dell montoris reduced about 1/3

On the monitor there should be some buttons that allow you to manually configure the width and hieght that the screen comes up with.
Does you screen come up squashed but you can still see everything or only 1/3 of the screen is shown and the rest is black.

Black spot size quarter on my dell monitor and a thic white line

There are 2 answers here. First is (bad) luck of the draw for your buddy and that would be that it just happened to go bad when you gave it to him. I could believe that except for the black spot. That leads me to believe he inadvertently pressed something in the spot and the pixels are now bad. This may have happened when he or even you were transporting it or as he was carrying it in.
The question I see is how do you resolve it? If you were lucky enough to have plugged it in prior to your coworker taking it, the onus would be on him/her. If not-and to avoid bad blood at work- you may want to refund a portion of the price. Sorry there is no clear cut answer here but in the future if you should do so again, let the purchaser see it al works beforehand.

Monitor hit with a Headphone

The black spot can stop or keep spreading, but it will never disappear or reduce in size. This is caused from a leak of liquid between layers inside the lcd panel.
Nothing to do apart changing lcd panel. Bring monitor to nearest service and check if it is worth being repaired (changing screen panel).
