Yes, the convergence output IC's have gone bad. They need to be replaced. This is a very common problem with all projection tv's. It is the job of those outputs to properly align where the red, green and blue beams land on the screen.
You are on the right track. The problem is actually with the green convergence IC that controls the alignment. The convergence ic's take the information from the 3 pictures and align them into one picture on the back of your screen. Although this is an economical repair it is complicated and should be left to a quailfied service technician.
