I have downloaded files successfully to my PC. I have been recording in ST XQ mode which fives about 4 hours of recording time. When I start recording a new file, the memory available bar shows almost full and beneath it shows 4h17m, so it appears that downloading the files did not clear the available memory. Removing the batteries and powering back up did not reset the memory. Suggestions?

are you sure all of the files are removed and that some may not be hiding in a different folder?
I know that you said that you erased all of the folders but maybe some locked folders didn't get deleted or something, try to erase all files from every folder even if there aren't any showing and let me know what happens
4.1.3 Erase all files from a folder
All files in a folder can be erased simultaneously.
The locked files (chapter 4.3) and the files set to read-only on the
PC will not be erased.

Press the Folder button (left
button underneath the display) to select the folder in which you want to erase
all files.

Press the Erase button twice
(separate button outside the circle formation at 7 o’clock
position). The “Cancel” indicator flashes. The unit will say “all files erase
mode”

Press the plus button to choose
“All Erase”. The unit will say “start erasing all files”. Press the OK button.
The display changes to “All Erase!” and erasing will start.

“Erase Done” is displayed when
the files are erased and the unit says “erased finished”. The locked files and
read-only files are reassigned the file numbers in ascending order, starting
from “1”. If you don’t do anything the unit will cancel erase and go back to
the list of files.
Notes
·
An erased file cannot be
restored.

The locked files and the files
that are set to read-only will not be erased.
·
If an action is not selected
within eight seconds on the “Cancel”, “Erase”, or “All Erase” screens, the
recorder will return to stop status.
It
may take over 10 seconds to complete erasing. Never turn the power off or
remove batteries during this time because data may be corrupted.
Try reformatting the recorder which should clear all memory and reset it to the original settings, follow the below instructions please.
If you format the recorder, all files will be removed and all
function settings will return to defaults except date and time settings.
Transfer any important files to a computer before formatting the recorder.
If the recorder is formatted, data for guidance, alarm playback, and
starting/closing tune when the power is turned On/Off will also be erased and
these features will not be available in the future. If you erase data by
mistake, connect the recorder to a computer and use DSS Player to copy it to
the recorder (chapter 9).

press the Menu (centre) button for 1 second or longer. You will hear two very
fast bleeps.

Here are the steps for erasing the recorder from the manual:

Try that.
Formatting the recorder might be better to do in this case, try this:

Did you use DSS to copy the files from the recorder? I'm not finding any evidence that this deletes the file from the recorder. Also it is not suggested to modify the folders using Windows Explorer but you may be able to delete the files using your computer that was, just don't mess with folder names or structures.

Nothing out of the ordinary happened. Copied files to computer, ejected the recorder. Turned it on to delete the files from unit and the above problem started.
