I had the same problem on XP and Vista and it turns out that if your don't have the HP Toolbox Running/starting up with pc this caused my problem. Once I lunched it to startup with I am able to scan using the Scan To Button on my Scanner.

The error Waiting for PC is displayed on the control panel when scanning, using the Start Scanbutton on the control panel. The user will also notice a Not Setup on PC error when pressing theScan to … button. Note that scan from the PC works properly without an error.
The probable causes for this issue are listed below:
Firewall denying access to PC
Device polling not enabled
The scan to function is not enabled in the HP Toolbox
The destination has not been added to the Scan to button from HP toolbox
The HP Toolbox is losing the scan to destination
How to troubleshoot this issue:
PC protection software such as firewall software may prohibit proper communication between HP AiO products and Toolbox and scanning software. Firewalls may need to be reconfigured to allow Toolbox to communicate with the AiO. The Toolbox software is similar to Microsoft Outlook and Internet Explorer in this way. Temporarily disabling firewall software may be helpful in determining if it needs to be reconfigured for Toolbox to operate properly.
Please contact your third party firewall software vendor if assistance is needed to reconfigure the firewall. The following third party support Web sites may be useful:
When Device Polling is turned off, the Alerts and the Scan to e-mail or folder options in the HP Toolbox are disabled, and the START SCAN function on the HP LaserJet AiO product control panel is also turned off. CLICK HERE for instructions on how to turn on Device polling.

The User loses the folder when choosing to save scanned files under the Scan to Folderoption of the Scan to Tab. The User also may lose the email settings under the Scan to Emailoption of the Scan to Tab. The User restarts the toolbox and it works for some time and the problem repeats again. Perform the following in the order listed to resolve this issue:
Check the firmware version and make sure that it is up to date. print a configuration page to see what the current firmware version is. Compare it to the latest version offered on HP.com Click here for HP.com at http://www.hp.com . If it is not the latest version then upgrade it to the latest version available on the web.

This is a HP hardware/software error and HP has not fixed it.
The C4250 may report that "USB is not connected" but the printer works just fine and when you use the Microsoft Scanner and Camera Wizard to carry out a scan, it works just fine too. So the error message is wrong.
The Microsost Scanner and Camera Wizard can be found on the Control Panel.

1. Press MENU/ENTER.

If your still looking for a solution, or to those of you who have a similar problem, the following fixed my problem after trying to resolve the issue over the last year!!!!
I also received the "not set up on pc" message and tried re-installing the software numerous times.
Finally resorted to re-installing windows XP (because of this and other software glitches) and re-installed the Laserjet 3050 software again...but could not get the printer to install.
The problem was occuring while the software was asking to "plug in the usb cable", but would not complete the installation. It was not recognizing the device....the solution was to reset the laserjet 3050!!!!
to reset, push the "menu" button, < (left arrow), go to "service", "enter" button, > (right arrow), "Restore Defaults", "enter" button.
This should reset the factory defaults.
