The radio you are describing is a HT1250 VHF 5 watt with display and full keypad. This radio cannot be reset by the user. It is a dealer programmable radio requiring a RIB (radio interface box), cable, and Motorola proprietary software. Your local Motorola dealer should have a subscription to this software and be able to program the radio to your frequencies.

I have 2 VISAR HANDIE-TALKIE FM RADIOS MODEL: HD5RDD9AA4AN + DON'T KNOW HOW TO PROGRAM THEM TO THE SAME CHANNELS

This is a discontinued radio from Motorola. programming requires a cable to connect to a computer, there is no direct programming available.
While this is not really an answer, the programming software is specific to Motorola and you need to buy both the software and the cables from Motorola.
you would be better served, to determine what frequencies you want and then pay a certified Motorola dealer who has the software to do the work for you.

I have k7gfv700 Motorola walkie talkies w/ charger. The charge seems to work, but the lighs one the charge are red and the talkie do not charge. Do I need new batteries and where can I purchase the

You might try http://wirelesspro.com, we have found them to carry most TalkAbout accessories and batteries. Before ordering battery packs, you might try switching your existing good battery to the other radio and see if it solves the problem. This would assure you that it is indeed a battery problem.

How to get it to scan handie talkie ltma model

One of your buttons would need to be programmed to Scan. This is done using Motorola proprietary software, a cable, and a radio interface box (RIB). Your local dealer should be able to assist you with programming.

Operation of handie talkie GP338

Mostly of this features need to be able by the programing software, this mean that if you dont find it with your menu botton, mean that the radio has disable this features, also depends on the system that provide the service to have this features working, on your profile as customer, ETC Check this link can help you http://www.motorola.com/governmentandenterprise/id_2011i/en-sg/public/functions/browseproduct/productdetailpage.aspx?navigationpath=id_801i/id_1388i/id_1152i/id_188i/id_1363i
