You can try a code seach which many universal remotes will do, this may be called auto search, if you have the manual for the RCA see if it is listed, instead of entering a 3 digit code, you cycle through all codes until the correct one responds to the unit you are trying to program.
If the radio or the other functions dont work, then theres a system control problem or a power supply problem. Depending on nhow old this unit is, you may want to consider upgrading as this unit will have to go into a repair shop to trouble shoot.
