Could be a virus ,(denial of service bug)
reset pc back to an earlier time before the problem occurred.
run anti virus & anti spyware scanning programs.
if you clean the pc up and you have corrected the problem,then and only then
turn off restore function, reboot the pc then turn restore function back on ,this will remove anything hiding in these restore points.
