Please, is there any place where I can download a Mac G4 laptop schematic manuel. See model specs below:

Not sure if you want an actual circuitry schematic, or a internal parts guide.

A manual for field-replacing just about every component inside your Powerbook can be found here.

I expect that circuitry schematics are much harder to come by, and are actually likely to be protected by trade secrets.

My G4 iBook screen goes dark shortly after I power-up, even If I hit the F2 key, the screen remains dark.

Got the same problem with my ibook G4.
I have research on how to fix it, and found out that most model of G4 has the same problem.
I soon found out the main problem and the solution, it would require some skill in soldering and dis assembling the whole laptop.

Your mac cannot find an operating system. Re-install the operating system using the 2 discs Apple gave you. If that don't work, then you need a new hard drive. 2.5" 120 GB laptop hard drive IDE/ATA are the specs you need. If it says SATA, then you got the wrong hard drive.

Your mac can't find the operating system. Re-install the operating system on the hard drive. Also, could mean the hard drive has given up the ghost. Get a new laptop hard drive ATA/IDE 5400 RPM 2.5" are the specs you need. It the specs say SATA, then you got the wrong hard drive.

Visit the System Preferences / Sound panel, in the Input section, and make sure the internal mike is chosen for the sound input function. If you have another choice, change it away from the mike, then change it back. If this doesn't fix your problem, you may need a hardware repair.

According to the specs you listed here, max resolution for your LCD panel is 1152 x 768. If you plug into an external monitor you should be able to get 1280 x 854,

If by "lock up" you mean the mouse/keyboard freezes and the machine becomes unresponsive to any input, and you have already replaced the memory with a known good memory, you may have a logic board problem (not necessarily, but quite possible).
First place to start is by running the Apple Hardware Test from the DVD that came with your unit. (The test is specific to each model of Mac, so don't try to run it off someone else's DVDs unless they have the same model you do.) If you no longer have these, an Apple-Certified Macintosh Technician will have a special Apple DVD containing the collected tests for all models of Mac.
