assuming its windows 8 on the desktop not the start screen- right click on recycle bin icon then left click select properties -there is a tick box labelled don't move files to recycle bin . remove files immediately when deleted. Untick this option.
There is no actual trash bin in the PSP unit itself.
If you are trying to recover a file ( game,picture,video,song) ?
Have you previously saved your PSP files in your computer? If yes, you can connect your psp to your computer to re-copy the missing files.

this sometimes happens when you delete files partially. Deleting file normally will send it to the Trash (MAC) or Recycle Bin (PC) . The file is not really deleted at that point. Make sure to empty the Trash or Recycle Bin and the space should be freed.
If this does not work, copy all needed files somewhere else, then format the drive.
Do not empty trash bin/can
Right click trash can on desktop and open. See what's there. If it's there, click restore. If real important do a system restore to yesterday or last ck point. OR ask the recipient to send them back. Good Luck - Ned-
The pictures you take cannot be directly taken from the HP webcam program. Instead, you can delete any photos you take to send them to the recycle bin. From there, the photo files can be dragged outside of the bin. Then you can do whatever you would like to with the photo files.

This is Windows way of protecting you from accidentally deleting files. When you delete files they are sent to the recycle bin but are not actually deleted until you empty the recycle bin. They are also stored as temporary files and do not get deleted until the computer is restarted. Windows also keeps track of all recently viewed files. You can clear this list by right clicking on your task bar at the bottom of your screen and choosing "Properties", then the "Start Menu" tab, then "Customize", then "Advanced". Check "Clear List", click OK and Apply.
