Reception problem

When I turn on the head phones, all I hear is noise. I cannot tune transmitter or head phones to transmit the source from the TV. I have two sets of head phones. One works fine, but the other just makes noise. The volume control works but the tuning does not pick up the source. I replaced the batteries and checked all of the connections and one head set works with both transmitters but the other works with neither.
