You can't play any games because the hard drive is messed-up. Allow it to perform the restore - it should try to fix it - if it can't then you have a major issue. The hard drive will need to be replaced.
I am assuming you are saying that either your PS3 is unable to read the disk when you pop it into the console, or it's constantly reading it while you are playing the game. If neither of these resemble what is happening, press and hold the power button on your PS3 for about ten seconds. When it beeps a couple of times, release it.
First off, restoring the PS3 and reformatting the Hard Drive are two different things. If restoring the PS3 didn't work, you can always try reformatting. You will lose all your saved states but it could fix your problem.
If it's just trying to read your disk when you're playing a game, this is common. You'll likely see the HDD indicator lighting up several times while you are playing a game. The days of looking for a save point are over. Your game will always be sending information to the HDD when you pass certain checkpoints or areas of interest so that should you get a Game Over, you can resume from the last checkpoint.
Beyond that, I would call SCEA (1-800-345-7669) as it could be a defected piece of hardware. Maybe you covered the air vents with something and it got too hot.
my guess is its a 40gb (fatty type), i have the exact same problem and it was since the "leap year bug", personally i think that sony have caused alot of our older ps3's to malfunction in this way due to turn on's/off's due to their latest firmware update
There is an alternate way to restore your HDD. Turn off your system and when u see the red light, hold the power button in front until you hear a total of 4 beeps (1 alone, 1 alone, 2 together). It usually works on second try. it should show a screen and say hook up controller with a usb cord. Then it should show i think 6 options. Choose the restore option. it should work.
Hope it works and wish you all the best! P.S.- I just got the 80010514 error on my ps3 and my ps3 games dont work anymore :(
