Unfortunately, these are old processors and I don't see any available new. Newegg.com lists a couple available as refurbished. You may be better off getting a new computer with either a Intel I3 or current AMD processor.

The Intel® Desktop Board D845GVAD2 supports a single Pentium® 4 processor with a system bus frequency of 400 MHz or 533 MHz, or a single Celeron® processor with a system bus frequency of 400 MHz.

So you can install upto 3.06 GHz 533 MHz(cache memory) processor and also update the ram 2 GB 400 mhz.
Dont install Prescott processor.

Webcam 9000

What speed is the processor on your computer, and how much memory (RAM) do you have installed in it? Skype doesn't seem to run very well if you don't have a pretty decent amount of RAM installed and if your computers processor is at least 1.2 GHz or faster. If that's not part of the issue, I would suggest you uninstall Skype and the webcam drivers, then reinstall it all again after a reboot.
