We'll need a bit more information in order to be of assistance.
(01) Do you want to "restore" your operating system from CD's and do not have the restore CD's?
(02) Or - Is the issue that you normally boot off of CD or diskette and now that device or method isn't working? If this is the case, please, provide us w/ the details of how you normally boot up your computer.
(03) What operating system is your computer running - and - is it the original operating system?
If your answer is "Yes" to question (01), what you need is a CD of your operating system and its product key code. Look on the bottom of your computer for a COA (certificate of authenticity) sticker that will include your operating system's product key code). Since the drivers are available from Toshiba's web site, you may use an OEM operating system CD to restore your system using your original product key code (found on that sticker). If the sticker is not there but your computer is still bootable, we can help you to recover your operating system product key code.

You can try to boot your toshiba te 2000 up under safe mode. To do this, you start your computer, keep pressing F8 right away, if you keep pressing you should get a startup options, and select safe mode, then it will ask you which operating system (if you have it double partitioned) otherwise it should boot up under the safe mode, otherwise you will have to have the disc.
