Can't change channels stuck on 4 tried scanning it but it goes back to 4 won't change on the tv or a remote

When you run a scan the TV changes to every channel and tries to tune in a station. that is why it takes so long. If your TV is only finding channel 4, I would guess that is the only station strong enough for it to pick-up. You should check and / or replace your antenna and or antenna cable. Then re-scan the channels. with a better antenna, it should find more stations.
Most older Tube type TVs need a converter to pick-up digital TV, if you have a converter, make sure it is plugged in.

You should not be getting any stations without a digital tuner TV or a converter box.

The FCC site says this:

The FCC established September 1, 2015 as the date for the termination of all analog low-power television service. Since that date, analog television should no longer exist in the United States. Until that time, LPTV stations were allowed to continue to operate their analog facilities.

No,if this tv is an analog tv mean tv have a big back cover and have a heavy CRT-(tv tube).Must have a good antena like a digital antena or move antena around to left or right to pick up channel 11,might lost some other channels than. This tv now can't pick up digital signal now without the tv converter box if u want to pick up free DTV air broadcasting tv signal,it all broadcasting in DTV free air in all digital now.

Problem

There are no more analog signals, the fcc has forced a change to digital,
remember the big thing for a year about getting a tuner, well if your in the USA.

Make sure that in the settings menu you are set for digital, read your manual
on how you can tell which signal is being picked up.

Can this tv pick up the new digital off air signals? i just bought an indoor digital antenna and no channels will come in. do i need a converter box?

You need a digital box. If the TV is connected to the Digital Box & you have it setup correctly you should be able to get Digital channels. An internal antenna is not the best idea unless you are in a good reception area.

My VCR not recording after the switch to digital tv signal

The answer to this question can get a little complicated. Lets tackle it in two parts. First the last part; the part about picking up channels as decimals. With analog TV transmission, it took the full television broadcast channel to transmit one standard definition TV program. The newer digital transmission system uses some advanced video compression and audio compression technology to reduce the data needed to transmit the pictures and sound which allows the same bandwidth to deliver either High Definition Television programming or MULTIPLE channels of Standard Definition programs. So in your example above, you use to watch one channel of programming on TV channel 4, but now the TV station can broadcast multiple channels of programming on channel 4, sot they delineate the programs with a decimal point. So 4.1 it the first program on TV channel 4, 4.2 it the second program on TV channel 4..... Well, I hope you get the idea.

Now for the hard part of your question. I believe that before the transition, even with your new digital TV, you were still enjoying the analog broadcasts from your stations. Your VCR picked them up and recorded them and your digital TV could tune them in and you watched as you had always done in the past. After the transition you noticed that your VCR could not record anymore and your digital TV had discovered the digital channels that replace the analog channels. To remedy this situation, your VCR will need the aid of a DTV converter box to tune channels, and you may have to reconfigure the way your TV and VCR are connected. The best resource that I can give your for the reconnecting is the website http://www.fcc.gov/cgb/consumerfacts/converterbox_vcr.html. Not picking up Digital signal from box but can receive it analog

So many factors could be affecting your reception. Keep in mind that the digital signal is all or nothing, either you have a signal or you don't, with the regular signal you can pull in weak signals but you can't with digital. Your converter box when turned on will probably not pick up the standard signal. The distance from the digital signal and the direction the antenna is facing also will affect your signal.
Ok with that said you will have to clear the path between the broadcast signal and your antenna, I know this will be a chore but take your antanna out of the attic and put it outside as a test only, this dosnt mean you cant have it in the attic it will just be a signal test.
Once the antenna is moved, from the menu scan for channels and see what you get. Let me know and I can help further.
