I had a similar problem with a laptop.

First I'd go to the Intel website, download and install the latest USB related drivers, see if that works. If not, and this is where I come to my similar problem, It was the USB2 port or driver that was the fault. I diabled them in the management part of the windows software and carried on with USB 1.1 operations.

The second option used because it would have meant a new mother board.

Does my laptop have to be on to charge phone battery through the usb port

Generally the USB ports are dead with the computer turned off. You can buy an external USB power supply/charger for home or vehicle; I recently ordered a set which includes both for <$10 US on eBay.

My USB ports won't work on my gigabyte MA69VM-S2 mobo with win7

Unlikely to be issues with the OS. Have you recently upgraded to Win 7 from Vista or XP? and did the USB ports work with this OS?
Do ALL usb ports fail or is it just one or two and are these the front USB's or rear USBs?

Run "Windows Update", to see if it will find updated device-drivers for the specific USB hardware on the motherboard.

Access the ASUS web-site, and search for 'P6T', and search for USB device-drivers for Windows 7 -- if none are found, try the device-drivers for Windows Vista.

Usb ports not working

All the USB ports were working before he installed SP3 and rebooted. After that only the mouse/keyboard ports worked. Same thing happened to me. No other changes were made, so something added/change by SP3 is the culprit.

Questions is...what did SP3 do to break USB and how to fix it?
