My hp media center m7160n computer powers up, has a definite fan sign, normally the fan sound diminishes and the computer boots up. For the last several months, the high speed fan sound would not diminish and the system had to run for a longer and longer period. It would take turning the computer on and off several times before it booted up. Now, the fan will not slow and the system will not boot. I have cleaned the cooling fan and heat sink to no avail. What needs to be replaced or repaired?

    This might solve the problem if I could get the system to boot up. Are there any suggestions for doing this. I have completely cleaned the heat sink, cleaned the top of the processor and applied new grease to no avail. Could this be a thermostat problem?

How did you clean it?
The last one I worked on had the fins of the Heat sink totally blocked with dust. This will make the fan scream trying to push air thru the heat sink to cool the processor. If it isn't cooled it will shut down in short order.
You must BLOW it out. Use a pressurized air can. Better if you have a compressor with a nozzle.

The other issue may be the interface between the CPU and heat sink is defective. Heat sink moved or become loose.

Of course by this time the processor could be dead also.

Did you install the drivers for the Graphics Card before you plugged the card into the computer? If not, remove the graphics card and reboot using your old video connection, install the driver then install the card and plug your monitor into the newly installed card. If you still have an issue try booting into safe mode.

M7160N Pentium D 820 (2.80 GHz) with slow Ethernet chip.
The CPU and GPU and other fans are BIOS controled
the PSU fan is hard wired (cooper) to the inside of the PSU 12vdc power rail.
the PSU is not programable at all wiki how ATX PSUs work
it has only power on pin (and OKAY out)
one bit in , 1 bit out status. no fan controls period there.
one could at great pain, buy upgraded PSU that runs the fan only when overheated, Im sure someone makes this but would
take me all day to find (sorry not doing that) or I could design one.

OTHER FANS, just to be complete....on topic fans.
Why is that a problem?, why not let your MOBO decide this.?
The mobo has a job here, not to let key parts overheat.

The MOBO bios runs the fan. (it's rules, unlike laptops, dual modes)
What WINDOWS (unstated OS by you)?
if really curious ask HP. may be there is fix for this.
if at all.

if running XP(why?) , learn that sleep and hibernate will fail
learn that those 2 features to work right all drivers for all things inside PC must have working current drivers.
XP is now dead for 4 + years, do not run XP the Virus magnet.
best is to avoid that, running XP or VISTA , unless PAIN is fun.
best is to upgrade, buy PC with w7 on it and works prefect.
a win there, no? 2007 or newer PC, avoid all others.
but sorry the PSU fan still is not programmable. yet.

carbon dated, has office 2003, new so is 15 years old?

Hello there! Noisy Sounds can be much frightening, but if you could determine from where the sound is coming on you will get the solution, the sound makers inside a pc are mostly fans, and what type of sound you are actually hearing, rattling sounds means some wires touching up the C.P.U Cooler fan, another one could be a loose fan on the SMPS. Solution to this is to Check all the Fans Do so by
1. Remove the Cabinet cover on one side and Start the machine and try to see and determine what actually is making the noise, rattling sound could be a wire or something touching the fan, if its okay, then listen for the SMPS fan.

My motherboard is fried. If I placed the hard drive in an a800n would it be compatible?

Guessing its a HP desktop and u wanna put it in there ? First thing is the interface - u hard drive is SATA or IDE ? Should be no prob either way...you can get connections for either.
Assuming u have an operating system on it, it probably wont boot fully or will boot and give u a blue screen...because the operating system will see this as a new computer.
Best option would be to hook it up as a secondry drive / or slave drive...boot the machine and get your data off it first then decide what to do next -- let me know how u got on ..

Had a power outage, now my HP media center will not turn on.

Sometimes when this happens the motherboard shorts out. You will need to replace that.

Not trying to give you a flippant answer, but what sort of diagram?
Troubleshooting diagram? Motherboard diagram? Diagram of how the cables connect inside?
