Surging is usually caused by a lean condition You can try to turn the mixture screw ccw about 1/4 to 1/2 turn. If this does not solve the problem your carb will have to be removed, cleaned thoroughly, and reinstalled.

    These 20hp single barrel vertical carbs do not have a Idle mixture screw. There was a cap that covers the location where one would find the IMS, but once removed, there is nothing there. I have never seen a carb without a idle mixture screw.

You have governor with a missing spring or it could be in the wrong place. If the springs are all OK then you may have a bad governor gear in the crankcase. This engine is bad about the governor gears bending the governor gear shaft.
