Vivitar 4345 exceeding power limits on usb port

when i plug my camera into the usb port on either a port on the front of my pc or one on the back i get an error message pop up saying "A USB device has esceeded the power limits of its hub port." it then instrusts me to disconnect the camera and reset the port

how do i fix this problem so i can upload the pictures to my computer??
