How close is your neighbor? Olevia is a low end tv, meaning they use remote codes that are compatible with other electronics. To isolate this I would find the IR sensor and put a piece of tape over it. Also try closing blinds or shades once this starts to happen. If this solves it I don't know how to tell you to fix it other then try to turn the TV away from the source. If it doesn't fix the problem Unplug the TV from the wall for a half an hour to try and reset the system.
funny things like channels changing of there own accord ,volume going up and down and other strange goings on are usualy down to the batteries in the remote no longer being of full strenght hope this helps
Access the TV's menu by pressing the "menu" button on the remote. Look for "Captioning" or if not on the screen try "set-up" or "audio" all the while looking for "CC", "Caption" or "Closed Caption". When you find it, turn it off.
