Blinking power light (by 2 users)

I have a digi etherlite 32 and when I plug it in I only get a rapidly blinking power light and nothing else. is this a sign of a board issue or a power issue? also I can't find a manual on one of these either. any help would be appreciated.

I also can faintly hear the speaker beeping.
I took out the CMOS battery for an hour.....no luck
