Usually tankless computer water heaters are not repairable by homeowner... or anyone else if unit is older than 6 years.

C2 11 is no ignition.
Clean combustion parts yearly as recommended in manual is first step.
Other causes can be loose wiring, bas gas valve, dirty air intake, bad venting, bad sensors etc.
Test these parts using service manual. Call Rheem since Rheem does not post service manuals.

Turn water heater off so it doesn't rupture.

Sounds like tank is rusted out.

Replace water heater. You can limp by for a while with rusted heater by turning it on for short periods when you need hot water. Then take time to find best deal on new heater.

Error codes are considered start point for troubleshooting, and can sometimes mislead.
Error P1 is 'not enough water to operate the unit:'

This problem can be caused by plumbing problems such as crossover, or clogged water lines, or dirty water filter, or clogged water softener, or temperature of unit set too high. Or combination of these problems.
Remember if temperature is set very high, then more cold water is used at the faucet. This means less hot water is drawn through the tankless water heater, so the flow rate may drop below activation threshold.

I professionally recommend that you get a Plumber/Gasfitter, to check this over, as this isn't usual, and I wonder if there are not "Other" problems too... with anything that uses Gas one has a responsibility to the entire family to have it professionally checked over, in my humble view..

Water heaters will fill up with sediment,because of this they have a less than 10 year lifespan.As they fill with sediment you have less room for water and it's harder to heat up.Try and flush the heater by opening the over flow valve for a couple of minutes.Open the drain at the bottom too.
One thing,as with any build up,once cleaned you can develop a leak.The reason being that there had always been a leak it was only plugged up,and by cleaning you will sometimes find a leak that never was there before.That means the tank integrity is gone and will need replacement.
