C2 11 is no ignition. Clean combustion parts yearly as recommended in manual is first step. Other causes can be loose wiring, bas gas valve, dirty air intake, bad venting, bad sensors etc. Test these parts using service manual. Call Rheem since Rheem does not post service manuals.
This problem can be caused by plumbing problems such as crossover, or clogged water lines, or dirty water filter, or clogged water softener, or temperature of unit set too high. Or combination of these problems. Remember if temperature is set very high, then more cold water is used at the faucet. Water heaters will fill up with sediment,because of this they have a less than 10 year lifespan.As they fill with sediment you have less room for water and it's harder to heat up.Try and flush the heater by opening the over flow valve for a couple of minutes.Open the drain at the bottom too.
One thing,as with any build up,once cleaned you can develop a leak.The reason being that there had always been a leak it was only plugged up,and by cleaning you will sometimes find a leak that never was there before.That means the tank integrity is gone and will need replacement.
