I had the same problem trying to charge with one of those "universal" chargers. Then I find the original Motorola charger and that solved the problem.

Jawbone up wont charge

It may be the problem of the charger or the battery, please check them. If the battery is unable to charge or keep charge then replace it.
If the charger is unable to supply sufficient charge or no charge then replace it with a new one.

COULD BE THE PHONE BUT MOST LIKELY ITS THE CHARGER, IF ITS AFTERMARKET GET RID OF IT AND BUY OEM, TRY AND TEST IT OUT WOULD A FREINDS MOTOROLA CHARGER SINCE THEY'RE MOSTLY THE SAME CHARGERS AND SEE IF YOU STILL GET THE MESSAGE.

reflash the firmware this will correct the charging issues and if that does not fix it then have the mainboard replaced.

"unable to charge", "insert sim". is your phone been dropped or got wet? if unable to charge, when using a wall charger, try different outlets. if using onl one charger, tr different chargers. if it won't work, try other compatible batteries if you would get a charging message. if does not work, have your phone checked with a service center
