Depends on the service your service provider offers. They control this stuff.
On the other hand ... you can leave a message on your voice mail ... "Please dont leave voide mail, I will call you back based on the missed call information"
One reason vice mail pops up quickly is air time is charged from the time your correspondent makes contact (first ring) until they disconnect.
