i have checked your phone online. your Samsung s3100 can only support audio files with these formats. .mp3, .wav and polyphonic ring tones only. So please, try downloading audio file with these file extension formats or you can download a software than can convert audio file that suits your cellphone. for example: the lazy song.mp3 or the lazy song.wav

Your MP3 file may be too long in duration (try cutting it down to less than 10 seconds and try again), the file name may be too long (try renaming it on the desktop as ringmp3.mp3 and transfer to phone), or the MP3 may be recorded in a bit rate that is too high for the phone to support as a ringtone (transcode again to a lower bitrate).
Have you tried a "Hard Reset"? It will restore your phone to factory settings.
Reminder: Back up your contacts and files first first via activesync.
Then go to systems tab in Settings then click hard reset.
