This is malware that goes by several names depending on what anti-virus maker you use. Since you use Norton's, I am giving you the link from Symantec for the removal of this. http://www.symantec.com/security_response/writeup.jsp?docid=2008-030408-1455-99&tabid=3
It can be involved but just read it, take your time and follow the directions. There are links within the directions in case you don't know how to do any of the tasks within your operating system.
