Problem is a known issue with V3xx. If Inbox/outbox combined are above 300 messages, text messages are sent as picture messages. Use the auto-cleanup if you'd like, or manually delete texts, but I've had this issue with my V3xx since I first got it, and was told this same answer by AT&T tech support.

The user NOT receiving the message needs to go to settings for Messaging and turn iMessage off then on again. It has to show 'Receive messages at' settings with either phone number or email address. The phone will sometimes fail to automatically do so.
Usually this means the text Inbox/Outbox is full, once you delete them it should go away. You can have 500 text messages total on your reserved memory. Once you reach 500 you get the flashing mail icon and it saves texts to the smartchip (which holds 30 extra texts) and you won't be able to send a normal sms message, it will make you send a mms slide. Changing your text message settings Your KC550 message settings are predefined so that you can send messages immediately. If you would like to change the settings, you can do this using the Settings options. Press Menu, select Messaging, then choose Settings and Text message. You can make changes to: Message types - Convert your text into Voice, Fax, Paging, X.400, Email or ERMES. Validity period - Choose how long your message is stored at the message centre. Delivery report - Choose to receive confi rmation that your message was delivered. Reply charging - Choose to be billed for your message recipient’s reply. Message centre number - Enter the details for your message centre. Character encoding - Choose how your characters are encoded. This impacts the size of your message and therefore data charges. Send long text as - Choose whether to send your message as SMS or MMS when you enter a text longer than 2 pages in the message field. Bearer setting - Choose whether to send your messages via GSM or GPRS. Changing your multimedia message settings Your KC550 message settings are predefi ned so that you can send messages immediately. If you would like to change the settings, you can do so using the Settings options. Press Menu, select Messaging, then choose Settings and Multimedia message. You can make changes to: Slide duration - Choose how long your slides appear on screen. Priority - Choose the priority level of your multimedia message. Validity period - Choose how long your message is stored at the message centre. Delivery report - Choose to allow and/or request a delivery report.
Generally if the phone is giving a "cannot send" or "message failed" error message then there is something wrong with the "switch" In order to fix this you need to contact your providers tech support and they should be able to fix the issue...
You can also try sending the picture to your own number... sometimes that will help push it through the switch...
Also make sure that you are using the area code of the numbers that you are sending it to...
Alltel for example, will not let the message go through if the area code is not inserted
when you go "new message" in the messages menu it should give you an option of text message as well as multimedia message and other things. If the problem is when replying to messages it should automatically send in text format and if it doesn't then it should once you have sent some "text" messages from the "new message" option.
