Why do you want to discharge. Lithium Ion batteries do not have a memory, though they do require a few charge cycles to reach full capacity. In this case, discharge in camera under normal usage.

Another possibility is if you got a very good deal on the internet for a battery, say 50% off, chances are the date code for this battery, even if it was bubble packaged, had expired. Lithium batteries have about a year shelf life before they begin to fail to completely take a charge. Retailers know this and dump them onto the 'gray' market. Another possibility is if you got a very good deal on a charger for your batteries. Lithium batteries are much more complicated to charge and a cheap charger can hurt them more easily than a cheap charge can hurt a nicad or nimh.

Not a good sign I'm afraid. Most cameras and consumer products use tantalum capacitors which leak if NOT in use.
If your batteries are proven to be good from another camera but nothing on the LumixTZ3 then it's the TZ3 that has the problem.
Has the camera been kept in a dry place over the 3 years ? Any condensation is the next problem for cameras.

Many digital cameras (eg Samsung D53, Nikon 2100) have extremely poor battery life with alkaline batteries (under 20 shots!). Sometimes they won't even take a single picture.

Try using rechargeable batteries or "oxyride" disposable batteries. They perform infinately better.

I'm not certain which camera models this applies to, but definitely quite a few:
Many of the camera makers to not emphasize that after your rechargeables become low, you still have to use the "discharge" function while in your camera, to drain them adequately, prior to recharging. Otherwise, the "memory" in the battery on how much charge it can take gets lower and lower. If that has happened, try the "discharge" function, which will restore full charge capability

I have two rechargeable batteries both of which only last for 12 to 15 photos which leads me to believe there may be a fault with the camera. Have you heard of similar problems.?

Use the batteries till they are drained, then place them in the separate wall charger and time how long it takes for them to charge. It should take about 2hrs for a properly working battery. If it is significantly less then 2hrs then the battery it's self would indicate that the batteries are faulty.

If the batteries charge properly then your camera may indeed be the issue.

After charging tz3 battery and put in camera it

Are you using the batteries recommended by the manufacturer? that is a very important fact, even though you can find other batteries that have the same specs, they make the cameras to where it will work best, and sometimes only, with the batteries recommended.

Camera won't stay open when turned on

Your problem may be due to weak/worn out batteries or corrosion on the battery contacts inside the camera which can prevent the full power of the batteries from flowing into the camera. Try this free fix before you do anything else: remove the batteries and wipe the camera contacts firmly with a dry cloth (heavy corrosion may require cleaning with a wire brush, steel wool, or sandpaper). Remove any residue that may have fallen into the battery compartment during cleaning, then wipe both ends of the batteries and place them back in the camera. This cleaning clears the problem about 90% of the time. If it doesn't work for you, your batteries may need to be replaced, or the camera may have a problem that requires professional repair.

If you've recently dropped the camera you may have lens damage that's preventing the camera from operating properly.
