Your phone has deleted its own menu options happens all the time and they say machines are smart is your clock out too?
Unfortunatly you wi;ll have to take a different route to get to your phone options or you will have to invest in another many have done this unfortunately but if its been under 6 months since you got it you can get a new one

I don't exactly know what has happend to your phone, but it sounds like it could be solved with a "hard reset". This means resetting your phone to it's factory settings, so backup everything you want to backup first - pictures, contacts etc.
How to do it:
1. At the main screen, select "Menu".
2. Select the option that says "Settings".
3. Find and select "Master reset".
4. Select "Reset all".
5. Select "Continue".
6. Select "Continue" again and the phone will reboot.

You can change GSM frequencies to 900/1800 by entering the enginnering
Following the below steps:
enter menu and press 048263* quickly,
then you will enter the secret engineering menu under "Opcode"
input 10*0*3 for GSM 900
10*0*4 for GSM 1800
10*0*5 for GSM 1900
10*0*6 for dual band GSM 900/1800
10*0*7 for dual band GSM 850/1900
To add extra message space 4 your Motorola C350 C450 C550 or C650,
press menu button, press 048263* quickly, then on the popup menu enter 47
press 50 and ok.press 1 ok.press 64 ok.press 1 ok.press 186 and ok.
You will receive an extra 50 msgs memory space.Switch phone off and back
Press the "Menu" button From main menu scroll to
"Settings/Tools" and select it by pressing the center "Menu/OK" button.
Scroll to "Settings" and select it. Scroll and
select "More". Scroll to "Security" and press your "Menu/OK" button. Enter in your phone's security code when prompted. Select
"Reset/Erase", then "Reset". A warning message will appear. Press the "Menu/OK"

Try Performing A Master Reset and Master Clear from the security menu on the phone. it will erase all the imformation on the phone and restore it to factory. hopefully that helps the problem if its a software issue.
IF THE PROBLEM STILL EXISTS MASTER RESET YOUR PHONE. BY PRESSING MENU->SETTINGS->GENERAL->MASTER RESET. YOU WILL NEED A PASSWORD IF YOU DONT KNOW THE PASSWORD IT MIGHT BE 12345 OR 11111 OR 00000 OR 000000 OR 111111. TRY THESE PASSWORDS ONE AFTER ONE BUT PLS. NOTE ON EVERY WRONG PASSWORD ATTEMPT GO DIRECT TO YOU MAIN SCREEN AND FOLLOW THE SAME INSTRUCTION-BY PRESSING MENU->SETTINGS->GENERAL->MASTER RESET.
Empty the in/outbox of text/picture messages
Do a power cycle and pull the battery for 1 minute.
.Check the status of the memory used.
how to check the memory: press menu, select phone capacity. For memory on your pictures and videos, open the Camera, press the menu key and view free space. Now, view the phone book on phone and SIM card (if you has a GSM service). Press menu key and select SIM Capacity.
After all the cleaning has been done, and still having freezing issues, the next step is a Master reset.
From the main screen, press MENU, scroll to and select settings, go to Initial Set up and then chose Master reset.(near the bottom of the list) Enter in the security code. (default code is 000000 6 zeros) Select OK. You'll get message "Reset all handset settings" Then select YES! The phone will clear out, and come back on. You'll see the original screen just as if you got it out of the box!
the sounds on your phone may use much places than your pictures.
to see the free space available when you've delete, go to the main menu, select multimedia, open pictures or sounds, press the main menu and at the bottom, open "view free space" you can see how much free space you've got while you delete the unuse pictures or sounds.
also you can add more free space to your phone by purchasing: if you've got webaccess, use it and go to google or yahoo tape "incruse free space on motorola C261" and browse you'll get access to the merchants for your needed.
