Here is how to fix this:

1. Get Windows XP Bootable CD from a friend or simple download it
for example "WINDOWS XP PRO sp3 x86 32 BIT"
2. Burn it on CD
3. Switch on your Laptop
4. Press F12
5. Put your Windows XP to your CD/DVD drive
6. Choose from a manu DVDdrive self test (short) error - 2_bing.gif/CD
7. Press any key to start installation
8. Wait a couple minutes and pres R for Repair
9. Wait until you will se C:\
10. Finally type "chkdsk c:" and press enter
11. after all restart your laptop

before changing disk, you can try reformat and re install.
The disk may be okay and you are having windows problem especially
because safe mode works okay.

No, chkdsk will not help: this is a hardware defect - part of the platter of the disk is damaged. The disk is dead, recover what you can from it and get a new one.

0F00:065D is a hard drive read test failure. the hard drive is failing. If purchased in Feb, the system should be under warranty call Dell Tech Support to get a replacement hard drive. (800-624-9896 in USA)
If out of warranty you can get a 2.5 in SATA HDD at Newegg.com for about $60

Dell Inspiron 1420 freeze at starting

You hard drive has DIED.

Call or chat with Dell tech support and get a replacement drive

Since the system is less that a year old, you can request a replacement drive witht eh factory image on it too.
