Back flare on Raypak pool heater

Raypak gas pool heater ignites normally but 20-30 seconds after ignition flame flares up on right hand side

You will need to pull the burner tray out and clean and blow out the burners. Then you will need to pull the orfaces from the gas manifold and clean each one and blow out the gas line. Then with a mirror you will need to check the fire brick inside the burner box. Then you will need to replace anything that is damaged. Good luck.

On the raypak 407A pool heater with an electronic IID Pilot what means does the unit use to confirm the presence of the pilot flame?

That very same pilot igniter assembly.

There is a flame sensor on the assy and the wire is dual purpose, sending the voltage to ignite fuel, and then sensing the burning flame and sending that reading to system, confirming that its ok to open main fuel supply and ignite main burners.

Gas is on can hear ignition. Doesn't light. May not have gas to heater. Air in line?

Check also to see if the valve on the gas valve itself is in the "ON" position. Is it on or off?
If it is on, then you may in fact have air in the gas line that needs to be purged.
Have a large piece of cardboard or the front cover/door of your heater will suffice.
If solid pipe to heater, then there is a union, if you have flexible gas line to heater then you have a flare nut.
With NO flames or sparks even close - NO SMOKING !!!Carefully & slowly loosen either the union or the flare nut with gas valve open. You will hear hissing sound. Leave open for about 30 seconds, until you smell the gas. Carefully & slowly tighten either the union or the flare. Take the cardboard or door, and fan towards the heater to push away and fan away any gas fumes. Do this for about a minute or so. Very Important you do this, again especially if Propane. Propane is a very heavy gas & it will linger in a "Puddle", unseen puddle near the heater. If you did not fan away these fumes, when the heater starts to ignite - .... not so pretty.
Anyway, if you had air in line, heater should fire. If it didn't try above steps one more time. If it still does not fire, possible bad gas valve.

What is causing my P-R405AL to not ignite? It shows SPK, CFH and the 'flame' flashes, but no ignition or heat.

check gas pressure see if gas valve on if voltage to gas valve bad valve see if cobwebs in lines or flame sensor if only runs a few seconds if new check wiring

Heater shuts off and ILO shows on the screen

ILO stands for Ignition Lock Out.
This heater must be on a propane gas system as that is the only model that supports the ILO feature.
This either means that the gas supply is insufficient, or is turned off, OR...

the ignitor / flame rectifier have failed.

As long as you know that the pilot orifice is clean and free of debris, and the gas supply is turned on and correct, you simply need to purchase and install a new ignitor for this heater. I would normally list the part number and a place to buy it for you, but there was no model listed on this post.

On raypak heaters, the ignitor is actually the same part as the flame rectifier (flame sensor) .
What this means is that even if the ignitor portion is working, and your heater is igniting, the ILO code is telling us that the flame sensor is not sensing that it is lit. This is when it shuts down and gives the ILO code.
