The most common thing that causes this issue is the drum maintanance cam and or DM pivot plate. I would check the cam like it discribes and also make sure the pivot plate isnt cracked. But really the service not gives you a list of what all needs to be check.

You don't clean the drum. You either need to replace your maintenance kit , or my better guess is your using generic ink sticks and you need to use the sticks xerox makes for the machine. The problem is that your not getting effective cleaning from you maintanance kit
Pull the maintence kit and look in the hole. If your printhead maintenance pivot plate (that the maintenance kit hangs on) is white, it needs to be repalced. It's probably cracked and flexing, not lubricating the drum properly. At the same time, the DM camshaft should probably be replaced. The cams crack on the thin side and rotate on the shaft, causing the maintenance process to malfunction.
Also, I think there are two wiper blades on the 8560, one is on the maintance kit and the other is supposed to be removed, that was the old 860 that could remove theirs. Perhaps cleaning it will be fine. just open the top of the machine and its right there, give it a wipe and it should be fine. There is an encoder on the drum drive motor that picks up lubricant from the maintenance kit. It may simply need cleaned, if cleaning doesnt work, it will need to be replaced.
