Question about Boating
Change the fuel filter and see if it helps. Disconnect the throttle cable and work the carburetor by hand and see if it helps. (Cables improperly adjusted).
Next, try drawing vacuum through the distributor dashpot and see if the spark is advancing. The vacuum should hold and the breaker plate should move.
Next items would be to check vacuum pressure. Then check fuelpump pressure. Finally the prop can affect the engines top RPM, Thats about all I can think of, Good Luck.
