You may be able to fix it yourself if you can find a replacement screen, and you have some basic experience and are comfortable with electronics. Usually there's no soldering involved, with replacement merely requiring unplugging and reinserting the screens ribbon cable in it's connector. If the screen is broken the only solution is to have the LCD screen replaced or to replace the set (whichever is cheapest).

I have seen lots of LCD Screens cracked or broken on an LG Shine. A replacement screen can be bought for around $20 from Ebay. And the process of replacing it yourself if rather simple. All you need are a small philips screwdriver and a plastic tab (guitar pick) or a fingernail.
