Ok you need a better heatsinking arrangement and or more extraction fans. You need to re-do the heatsinking compound, Arctic Silver or the like, and Upgrade your CPU Fan. This will make a HUGE difference. Please have a look at these site I have got for you, they all deal with this matter directly.
Also installing extra Fans IN THE CASE is also very beneficial, the cooler your CPU runs, the longer and faster it will go. Also do the below...

  1. change the position of the box so the outlet for air isn't blowing to the wall
  2. clean with a vacuum cleaner all air inlets/outlets.
  3. vacuum clean, the PC. Clean the motherboard, the air fans for the outlets and the all the cards.
keeping the CPU cool is the bane of every engineer, heat to a degree is OK, but after a certain point, it is the enemy in every way. Some people even go so far as to Water Cool the CPU! So you can NEVER EVER have too much cooling.
Also get a program called speedfan, this is a program that gives you complete control over your Fans. And give temperature warnings too etc.

Overcooling in winter

IT is an indication that the thermostat is held partially opened and allowing coolant circulation through the radiator resulting to cooler than normal engine operating temperatures . I would have it checked out at a radiator shop as the normal thermostat operating temperature is opening at around 80c and fully opened at 95 c

Having trouble getting the fan to stay on

You mean, to keep running? It may have a faulty sensor or the radiator is not getting hot enough. Engine thermostat may be faulty. Check the temperature of the water, should be at least 80c.

I recently bought a XFX HD 5770 GPU Card. After placing it on my motherboard, I casually played games and monitored the temperature of my CPU and GPU. When playing games like GTA IV, the temperature of CPU...

I suggest that you get an additional cooling fan, just for your video card, as San Andreas is a highly complex game that utilizes the video gpu very hard. Oblivion is another game which does the same thing. Also, I would look at getting a seperate case cooler, the more fresh air you can get into the case, the cooler things will be.

Around town the temp gets to about 100 celsius after a long trip but drops quickly on the open road is this serious

No. In fact, it is quite normal for your bike to reach 100C (212F) under stop and go conditions. So long as the temperature stays within the "normal" range during in-town trips (no more than about 115C) and drops down to somewhere in the 80C temperature range on the highway, you are doing fine.

Over Heat

Check so see if the heat sink is adequate for the processor and that there is enough but not too much heat sink paste between the processor and heat sink.
