If lights are on and nothing is working that usually points to the motherboard. If you would like to do it yourself I can show you what to look for and where. As always unplug before working on anything electrical. Will you please confirm that your model is the PSS26MSRSS so I can be sure to point you in the correct direction? I also want you to remove the panel over compressor area and feel the top of compressor for overheating. Let me know when ready. Thanks, Sea Breeze

OK. unplug and look at back of board and then we move down to compressor to check voltage there. The stang thing is when the fans and compressor will not come on that points to the motherboard. The page I sent you has diagnostics we can do by phone and there is no charge. I don't mind helping you. Just go to my forum and on home page has all info you need to contact me. It will be easier to understand that way. Forum=> Appliance 911 Thanks Sea Breeze

Just the fact that the light is blinking at dispenser sounds like low voltage failure on motherboard. This is from that page above the WR55X10942. If you feel better doing this here will be OK. Do you have an OHM meter or voltage meter?

Unplug fridge and place a jumper between J11 and J8 and replug in. If board is defective the jumper may just sart compressor only. The fans run off the top of board on low voltage side. If low voltage is not on the board cannot tell relays to open or close. Sea Breeze

Possible that the fan is defective or the fan is receiving low voltage so as not to run by itself.
you will need to remove the fan and check with an external voltage to see if the fan starts without an external trigger.
If not check the voltage to the fan , trace for any loose connection or poor joints for loss of voltage.
