If I understand your statement correctly; Bring your mouse cursor to the top of your screen. Up to the blue bar. When the mouse cursor turns into a double-headed arrow, press down on the left mouse button, hold it down, and slide the screen up to where you want. Let go of the mouse button. If the screen isn't long enough, bring the cursor to the bottom frame, double-headed arrow, hold the left mouse button, and stretch the blue frame down. [Same thing for the sides] If this is not what you're asking, please clarify in a Comment.

How can I focus it other than using the focus knob

The focus knob is the way you focus overhead projectors. Perhaps you simply haven't turned the knob far enough? How far is the projector from the screen? If it's quite close, you need to turn the knob to raise the lens. If far away, turn it to lower the lens.

As far as I know, the only way to raise the flash is manually.

3-way wall switch left in up/down position

Most Projection screens which are electronically operated have a couple of switches inside, so that when the motor runs to the stop point, the switch activates and the motor stoops. The central point is there purely to allow you to have the screen at a custom height, say to make a 4:3 screen appear as 16:9 without loads of white space around the picture. Also, if the motor didn't stop, it wouldn't burn out at low point, as it would simply wind the screen back up the wrong way round the axle.

Hope that helps.

Vacuum roller stops at half tilt.

You need a new belt. Belts will stretch to the point that they won't turn the brush roll under load, they will just slip. Check the brush when you change the belt to make sure the ends turn easily, if not, then replace it also.

21PT3324/71 Philips TV wont stay on

Try this: On the flyback transformer, raise the SCREEN voltage. There are 2 controld on the flyback - the top one is FOCUS and the bottom one is SCREEN. As the tube ages its emission decreases, and the computer monitors the tube's emission. When the emission gets to be too low, the computer shuts the set down. This is exactly like IK blanking in Sony sets, except Sony blanks the video and Philips shuts the set off. To set the screen voltage properly, turn the brightness and contrast to 0, raise the screen voltage until you see the white retrace lines in the picture, and then back down on the screen voltage until just past the point where the retrace lines are gone. Reset your brightness and contrast and the set should play fine.
