you can touch the element but be carefull the glass is thin .... so scrape it and do what you can . THEN USE A COTTON BALL AND ALCOHOL and clean the element that will get rid of the oil you left behind ,you will be fine ......Please if this answer helped , please rate this 3 or 4 stars . and keep me in the paid answer department . SOURCE: Top element not heating
I found that the heating element in the top front was burned off at the end. I removed the side cover and the ceramic insulator from the broken end. I then grabbed the broken end of the spring inside the glass tube and stretched it to where I could re-attach it to the connector. It now works after getting it back together.
If you attempt this repair, UNPLUG THE OVEN FIRST!
There is also a security screw at the bottom of the side cover.

sorry to say its dead .this is the fate of all todays small appliances the only part i have in the book is a rack .no inside parts are made...hope this helped some ..........if this answer has helped and you plan to rate it please rate it a 3 or 4 star this high rateing will help me keep my spot in the paid answer department thank you

Hello. It is very difficult finding parts for and appliance over ten years old. I recommend that you shop a bit for a new toaster oven. They are much less costly than they used to be and work better. Plus they have a warranty. J.
