Sounds like your fluid level control valve has some debris in it. If I new what kind of valve it was or what it looked like. I might be able to better guide you in the direction you need to go. IE fix or replace.

On top of the valve in toilet it has a cap that you can remove. It may have sometime obstructing flow.

Also on top it will have a screw for adjustment you could try to run it in a little. This is for valve 's with arms that extents float ball in tank. Just make sue that it is not touching any where in tank, causing it to hang up and run.

Make sure you turn water off first before removing cap. and on top it will have a washer remove it and make sure there is nothing there to obstruct flow.

Water is not coming out on the top of the fill tube that connects to the overflow tube

It doesn't usually have water coming out. If it fills the tank, it is ok. The water is coming out at the bottom anyway. However, the adjustment on the tube is off and not allowing water in .

Kohler Highline Class V tech toilet. Bowl does not fill. Why? What can I do to fix it?

Check tank for fill line running from fill valve to overflow tube. It will be a 1/4 " line that allows the tank and bowl to fill. It should be connected from fill valve and connected at the top of overflow by a clip or hanger.

Check out the water level in tank to make sure it is filling to line on overflow or within 5/8" to top of overflow pipe.

New water valve makes ahigh pitched whistling

I had exactly the same problem. Just turn down the water pressure @ the valve on the water inlet line. While you have the toilet lid off, you may want to remove the fill valve (1/2 turn counterclockwise on the plastic nut attached to the water-in line), and clean the rubber diaphrams (there are 2). They will sometimes get gritty and this will cause some fill noises and leaking.

Toilet fill runs periodically works well but wastes water

Sounds like your flapper is leaking causing the water in the tank to lower until it triggers the fill valve. Replace the flapper (they're cheap and wear out easily).

Valve adjustment

You need to replace the flapper and you will need to purchase one specifically for the Kohler toilet. I have the same toilet and tried using a generic flapper and from experiance, it didn't work until I bought the correct one and I'm a plumber! Have a great night.
