Varnish may have been the problem. If you used ethanol gas, that does things to your carb also.

Throttle cable is frozen. Pull off carb tops and see if mice have built a nest in carbs.

The jagged teeth on sewing plate are not moving to move the material forward. U will have to look under the machine to check out the mechanism that is supposed to move them and find the part that is the cause of no transmission of power to the teeth assembly.

Sounds like there is water in your fuel. If there is, you can see it in the bottom of the tank or just drain it and put fresh new gas in it. If straight fuel is left in small engines in the off seasons, they will gum up the carb with varnish and the carb will need to be removed, cleaned, and reinstalled.

Where is the throttle body/butterfly plate on a 1988 jeep wrangler?

When you look down into the throttle body it is the plate that opens when you move the throttle lever (attached to the gas pedal cable)
