I have a Power Shot A580 that had the same lens problem: lens wouldn't retract causing a lens fault.
I powered down the camera
I pushed the lens to a collapsed (flush) position. I hated to do this, but the fault was caused by the lens being partially extended in an off state.
I turned the camera back on. It is working fine.

My Casio QV-R61 was working fine until today when it said "battery-low".I changed the batteries but to no avail. What should I do? I don:t remember dropping it. I have also tried charging it via USB but I:m not sure this is doing anything.
