Hello, this is one of 2 items...the motor itself, or the start capacitor. The capacitor is responsible for boosting the motor to get it started. Follow the wires from the motor and they will lead to an oval or round cylinder. Check the cylinder for any bulging or leaking oil. When the motor should be running, reach in with a stick or ruler and try to assist the fan to get going. If the it feels resistant...it is most likely bd motor. If it trys to start and feels smooth it is most likely capacitor.

Carrier air conditioner isn't cooling the house. It is blowing air, but it doesn't seem to be cool air.

Check the outdoor unit to see if it is discharging hot air out of the top ofd the unit, check the insulated suction line to make sure it is cold or sweating. Try to listen to the outdoor fan and the compressor to make sure they are both operating

Neither A/C compressor or fan coming on in ouside unit.

The bulge is a telltale sign of a defective capacitor along with the tripped breaker. Replace it and cross your fingers.

38CKC036 Air Conditioner: outside fan will not come on makes a humming noise...

If the humming is your compressor running (feel the large copper line going into the unit, it should feel cold aftter a few minutes of run time) then the fan motor or the capacitor or both need to be replaced, check for voltage to the fan motor when the unit is "humming" if it has voltage and will not start replace the fan motor and the capacitor. hope this helps.

If you have an electronic thermostat, they can short out, leaving the compressor running. Also, the big relay that runs the compressor can get its contacts welded together. See if the contacts are stuck closed.

If the capacitor is bad replacing it is just a mater of moving the wires from the old one to the new one and mount the new capacitor securely in place. In replacing a capacitor it is recommended to replace it with the same rating as the one removed.

If the capacitor is bad it will not prevent the compressor from getting power. Is the compressor trying to start at all. If the compressor is running and you have no cooling the system could have lost the charge of refrigerant.

Air conditioning unit not cooling

the problem sounds like a defective capacitor its located on the condensing unit outside, also a contactor that is used can be defective also.
