OK it is clear now that your explorer.exe file are missing or deleted. What you have to do is go to a working PC and go to C:\Windows and copy explorer.exe to a flash memory . Then go back to your computer and use any boot-able windows ( mini windows) like the one from (Hiren's Boot Disk) or ( BartPE) or any other method that will let you view and explore the files of your PC and then paste the work explorer.exe to the same C:\Windows in your PC .
