Question about Ovens
Sounds like your broil element is grounded. Pull your range out from the wall, then keep it unplugged, then take off your back access panel then You would need to ohm the broil element with an ohm meter, remove the wires that connect to the element terminals, then place one meter probe on one of the element terminals, then the other meter probe on the metal chassis of your range, there should be no continuity. http://www.applianceaid.com/electrical_testing_tips.html
Mostly this is caused by a stuck broil relay on the Electronic Range Control (ERC) board. In most cases you will need to replace the ERC.
1. Unplug the range. Dangerous voltage is still present inside even with the range turned off.
2. Pull the range away from the wall and turn the unit around so you can access the rear panel.
3. Remove the screws on the back of the operator console.
4. Carefully disconnect the connector plugs to the ERC. Take note of how they are connected, so that you can reinstall them correctly.
NOTE: The connectors are usually color coded with the colors printed on the circuit board. However, if the colors are not printed on the board, note them down.
5. with the connectors removed, remove the mounting screws to the ERC and the assembly will come out.
NOTE: Most replacement ERC boards do not come with the overlay. This is the plastic pre-printed number display. The overlay can easily be peeled off and re-used. Just make sure you properly orient the overlay so that you don't inadvertently place it on the new board upside down. If your existing overlay is damaged, you will need to order separately.
6. Install new ERC using the steps provided in reverse order. Minimize handling the new circuit board with your bare hands to avoid damaging the board..

It appears your ERC/CLOCK has failed in this instance.
For replacement parts - head on over to PartSelect.com or RepairClinic.com and enter in your full model number for a full parts listing.
I recommend both sites because ...
FixYa has no affiliation with either site - I have been using and recommending them for years - trouble free.
PartSelect has a great schematic database for locating the part on your unit and great "testimonials" for each part that often times includes HOW-TO information.
RepairClinic has pictures of each part they sell and also a great how-to and troubleshooting for basic repairs.
If your unit has never been serviced - there should still be an original service manual enclosed in plastic taped to the inside of the shell.
In the service manual are Error codes, maintenance procedures, and troubleshooting steps you can follow.
Anything too complicated or beyond your scope should be handled by a professional.

Hi Chris Stewart - If the bake element and the top of the range works, but just not the heating element, then you possibly have a bad broiler element or connection. However, if you are experiencing other performance difficulties, then the control board may possibly be faulty and needs replacing. Consult a professional for an accurate diagnosis.
