Question about Haier HLTDC19 TV
There are actually 2 separate issues here.
1) The initial motor you are hearing is the "powerup" checking that is normal. Usually the motor does not try to insert or eject a disc so perhaps there is an internal timing or reset issue.
2) The no-disc message can occur for two reasons:
a) The disc is not loaded properly and can not be read. This is interpreted as a bad disc rather than a loading problem.
b) The disc loads properly, but it really cannot be read.
For case 2b, if you can access the DVD optics, try cleaning them with alcohol and a cotton swab. That may resolve the problem.
For case 2a, the unit will need to dis-assembled and "re-timed". This is not a DIY repair.
The bottom line here is that this is not likely to be a motor problem and rarely is that the issue. I would first look for a dirty lens than a slipping loading belt.

The issue is the motor will need to be replaced, And why i always suggest to cosumers not to buy all in ones for this purpose. The labor to fixy this is over $100 bucks alone and the part you need to replace the entire dvd unit in this.
1. check your warranty
2. bring it to a shop to have the unit fixed
