Can’t replace a belt to a dyson dc14 all surfaces.
I would advise you to ALWAYS to FIRST UNPLUG YOUR VACUUM before beginning any service procedure. You need to remove the bottom plate of the vacuum and then lift up the pulley side of the brushroll and then take off the old belt and install the new belt the replace the brushroll. Then take a belt puller or a screwdriver with a bend on the end and pull the belt onto the motor pulley and then track the belt in a straight line. If you have a problem with the belt change then refer to your local vacuum cleaner dealer in your area. So if you need further assistance, please feel free to contact your local vacuum cleaner dealer in your area or in the yellow pages, or contact the factory phone number or website to further assist you with your questions.

The DC14 has a "brush control system" operated by a knob on the right side of the base. This knob has two positions: "bare floors" and "carpet". The roller will turn only when the knob is on "carpet", and even then only when the handle is tilted back (with the base still flat on the floor). The problem is that this system uses two belts, only one of which is easy to see. If you're sure that the control knob is in the correct position, and still the roller doesn't turn, then most likely the belt that you can't see is broken (that belt goes from the motor to the clutch mechanism behind the control knob).
Belt replacement on this model is not for the faint-hearted! To get an idea of what's involved, you can go to www.dysonmedic.com then scroll to the bottom of the page and click on "DC07 clutch replacement". It's a slightly different model, but the principle is the same. At least you will see how to remove the clutch cover so you can check on the other belt and confirm if this is the problem or not.
I value your feedback, so please remember to rate this response. Good luck!
