The error indicates that the VBScript DLL is not properly registered on the os. You should be able to fix it running the command on the command promp
regsvr32 vbscript.dll

before that try to search the location of the file on the windows, run the command with the path of the location of the file

Its a known issue with the webcam mate, ive been told this is how you fix it

run the command line as administrator (start - type "cmd" - right click on command line - run as administrator), then type exactly "regsvr32 vbscript.dll" and hit enter.

After you register vbscript.dll from the Admin prompt, try the running the following from the ADMINISTRATOR command prompt:
reg delete "HKCU\SOFTWARE\Classes\CLSID\{B54F3741-5B07-11CF-A4B0-00AA004A55E8}" /f
hope this helps

When advised [repeatedly] by Incredimail to update my version Of Incredimail 2, I finaly get a error 2738 could not access VBScript runtime for custom action. Any one help?

Microsoft has created a Fix-It for this!
What this Fix it does is to remove incorrect or corrupt registry entries that interfere with VB support in windows and then re-registers the DLL ensuring that the correct registry setting are there. After running the Fix it solution you may be able to immediately try the operation that previously gave you the error, but to be sure, a reboot is suggested. This will address similar issues with other programs as well and not just the applications that are specifically mentioned in this thread.

The link to the Fix it is: http://go.microsoft.com/?linkid=9804433

If you want to do it without any software then here is the Link to view the solution ERROR 2738
