Usb not working

ive got an acer aspire 4710.. whenever i plugged in my hardrive to any of the usb ports, it keeps saying usb device malfunction. ive tried it with all the available ports and it still says the same thing. usually, if this happens i have to restart the laptop & normally, it'll work ok after that. but now even after restarting it twice & switching it off for awhile didnt work. what could be the problem here?
