No. The phones are only blocked if reported lost/stolen. Blocked phones should be handed in to the nearest police station, there might even be a small reward for recovery of the phone.

No. Resetting won't make it work, because the IMEI is blacklisted by the carrier. Nowadays they have protocols with all the carriers so that even if you could unlock the phone it wouldn't work in the other carriers.
The only thing you can do, is jailbreak (search for quickpwn for iphone) the phone and sell it on ebay to some other country, and there it will work (as being blacklisted only works in the country you're at)

You can't. If it is blacklisted, it means it is stolen. Blacklisting is done with the IMEI number that identifies that phone at firmware level. There is no way around it.

I bougth iphone, did reset and now its asking for USER ID and Password from icloud account, I check and its not blacklisted or reported as lost on the icloud.

may not be blacklisted or even lost or stolen but the last owner never cleared or reset the icloud account or phone so its basically a parts phone

Curious, how do you know it's blacklisted? Did you jailbreak it? Do you get a message stating so?

I'm sorry, but a blacklisted iPhone is not usable anymore.
You can report the seller to the police, and try to find the original owner. If you don't want to return it, the only thing you can do is sell it for parts.

I am from india i have iphone 4 it is from uk. i am using from 1year n now it shows imei number corrupt so give me solution

Take it to a local retailer. Its possible that the IMEI was blacklisted and possibly marked stolen on accident. Check with a local retailer of cellular provider to see if they can remove it off the blacklist.

Maybe your phone is locked or blacklisted. You can get the Carrier Check and Blacklist Check service on for iPhone 4. It's always useful for me.
