No. The phones are only blocked if reported lost/stolen. Blocked phones should be handed in to the nearest police station, there might even be a small reward for recovery of the phone.

No. Resetting won't make it work, because the IMEI is blacklisted by the carrier. Nowadays they have protocols with all the carriers so that even if you could unlock the phone it wouldn't work in the other carriers.
The only thing you can do, is jailbreak (search for quickpwn for iphone) the phone and sell it on ebay to some other country, and there it will work (as being blacklisted only works in the country you're at)
