OK, FIRST you must see if that power adapter is actually producing power, you need a meter, as even if there are any lights etc on, on the power supply, it still may not be producing current at the power plug, the lead may be broken, or the supply faulty. IF the PSU, is proved OK, then the problem is most likely on the Motherboard itself. To check, if motherboard or components, swap out the HDD, DVD, RAM, IF the PC, powers up after swap out, or removal, then that's the faulty part. If however there is NO difference, then that proves it to the Motherboard.
