All of the lights are blinking. Holding in the power button will not shut it down. It will not print, scan or copy. The only way to turn it off is to disconnect the power cord. When I plug it back in all of the lights are still blinking. When I open the front cover, the ink cartridges do not move into place. Is there a way to do a hard reset? Or do I need to take it somewhere for diagnosis & repair?

Unplug the power cord from the printer. Hold down the red "X" button. Plug the power cord back in while holding down this button. Release the button. Should see flashing red and green lights. Unplug the power cord again. Replug. Should be reset.
I suggest you do a full system reset on the printer and see if that fixes anything. Please do the following. Come back and check with me if it doesn't work.
